Canberra isn't particularly large (about 325,000 population) and the community is quite mixed - there are no particular areas where people from different countries tend to congregate. Sorry I can't help about the employment question - I'd suggest you google under "employment, telecommunications, canberra". And welcome to VT!

OK, Thank you very much for your response, I appreciate it alot...I only have some concern regarding the weather in Canberra, Philippines is a tropical country and we are not used to cold weather, please give me some idea about Canberra, and some feed back with regards to racial discrimination issue.

I'll answer your second question first, Fernando. I'd be very surprised if you had any problems with racial discrimination in Canberra - it averages the youngest and most highly educated population in Australia, as a result of universities, government employment, and embassies. Quite a cosmopolitan place.
A bit harder to answer on the climate, because you may feel cold more than me. As a generalisation, warm (sometimes hot) summer days with low humidity, pleasant evenings, Winter mornings are usually chilly with frosts and/or fogs, clearing to sunny days.
