Which is the best way in getting to Navada City from SF or LA, then on to Seattle. Rental car, bus etc and how long would it take.

Rental car!
You could either start from San Francisco or Los Anegles, depends on how much you want to see Los Angeles. Assuming that you want to visit both... Los Angeles to San Francisco San Francisco to Nevada City Nevada City to Portland Portland to Seattle

If you mean Nevada City, this is about an hour north of Sacramento. Rental Car would be your best choice.
From LA take I-5 North to I-80 and then CA49 into Nevada City. I've done this and it takes about 8-9 hours with a couple of stops for food and such. From SF just take 80 over to CA49 and you are looking at about 3 hours. From Nevada City go back south to Sacramento and pick up I-5 and go north to Seattle. You can take CA20 over to the 5, but we did this one time and it just seemed to take a very long time, but it is an option. You can do this in a long day but if you want to rest, Eugene OR is just about half way.
