Anything between 16-21 degrees C I'd guess, depending on when in summer (seas are always cooler in Scandinavia in June than the rest of the summer) and what sort of summer it will be.

Depends what you mean by southern Norway. The south coast waters from Flekkefjord to the Swedish border can easily get into the low 20'es, while north for Jæren the temperature drops, and north of Stadt it gets even more cold. Sheltered coves and bays without too much tidal current action could touch on the 20 all the way up to the Trondheim area.
I live in Asker in the Oslo Fjord and the water temperature hovers around 20-23 during balmy summer days. Saagar
