Everything might be closed but I don't want to wait in the airport that long. I would be happy to just walk outside someplace if it's not raining. I am on a budget so I prefer not to use a taxi. I arrive at PHX at 6:13pm and depart at 11:45 pm. What could I see???

I'd personally suggest heading over to Mill Avenue and Tempe and maybe even the ASU campus. It's lively there and close to the airport. Coffee shops, bars, restaurants, movie theaters, stores, although a few things will be closed that night but there should be something open still. From Sky Harbor, you just take the Red Line bus ($1.25 one-way) and it drops you right there.
The other choice is Old Town Scottsdale, but it's harder to get there by bus. There's also Downtown, but there's not much there and I doubt that anything would be open on Xmas night. There's not much to see at night though as most of the museums are closed. hth
