Hi there,
I'd choose the Haputale area. Close enough to Plains, and climate much better than Eliya itself (--> far less chances for foggy days). Brilliant vistas over the valleys and lowland plains, similar to World's End. Must also have some eco-friendly guesthouses, but can't give specific names. Ella area would come in second - similar situation as Haputale but a bit further from the Horton Plains reserve. Hope this helps, <Erik> & [Sandya]

Haputale has a perfect climate and good transport links so it is a good base for exploring this part of the Island. I prefer to stay just outside the town in the village of Thotulagala, its a peaceful easy going place just 3km from downtown Haputale. Most hotels have good deals for locals but if you are on a really tight budget I would recommend Dias Rest House (details are in the accommodation tips on my Sri Lanka page) I have never paid less. Don t expect a 4 star hotel but you are certainly back to nature, fresh air, wild life, fabulous walks etc. The place is run by a very friendly and helpful family. My Sinhalese friends stay there too when they are in the area. The views from the guest house are magnificent and its fairly eco friendly in as much as its solar powered.
