Literally I havn't seen Karpaty from Lviv ever.
You can visit Karpaty from Lviv.This is a pretty popular weekend destination.

The weather: changable, it can be rain or snow or sunshine, temeperature around 0 (-5-+5 C)

No, Lviv is on comparative plain area, mountains are a bit further south. If you wanna go to Carpathians, the best city to come would be Ivano-Frankivsk, or Chernivci - there catch bus and in 2-3 hours you will be right the heart of Karpaty! :)
