Yeah, it's the same thing. "si" means city in Korean and the spelling can be different depending on whether you use the old or new romanization system (just like Busan vs Pusan, Gangnam vs Kangnam, Incheon vs Inchon, etc.).
Incheon is one of the biggest cities in Korea and also close to the airport (hence Incheon Airport) but except for the harbour, port and a couple of parks it really is rather residential and thus unpopular. Just fyi, from Incheon airport it takes at least an hour to get to Seoul. From Incheon city, there is a direct subway connection that brings you to Seoul within 30 minutes.
