Travel by air to the Caribbean (includes Grand Turk) requires a passport (or the new passport card when those are issued)
By sea a passport is recommended, however until the rules change (which could be summer of 2008 or could be 2009) a birth certificate and government issued ID card at a minimum is required.
As an added note - should you travel to the Caribbean by ship, and for whatever reason have to return to the US by air you'll need a passport.
Everyone should check the State Department site for info on the Western Initiative for the current rules.
