I have made this trip. Technically, the easiest way would be to rent a car at the airport and drive the 50 or so miles to Teramo. That said, I would take the bus or a cab to the nearby Pescara train station. Buy a ticket for Teramo, take the train northward to Giulianova where you will probably need to change trains, then take train westward to Teramo.
