You can try the Australian Rugby League development branch on Australian Phone Number (02)66588556 and they should be able to direct you to clubs that would be interested in team that would like or do tour outher countries or you can try the website www.australianrugbyleague.com.au and contact them through the site and they should be able to point you in the right direction.
