I need to get from Bar prefably or Podgorica if needs be in Montenegro to Tirana in Albania. With no car at that stage what is way to get there. Bus ?
If it is Bus would anyone know any Bus times and how long it may take ?

Ok, as far as I know there's no direct connection between Bar and Tirana. First You should go from Bar to Ulcinj (there will be no problem - plenty of buses and mini buses). From Ulcinj every day run a mini bus to Shkoder in Albania. It departs at 6 a.m. from the city center (not from the bus station!). In Shkoder another mini-bus takes You directly to Tirana.
Prices:
Bar -Ulcinj 4 euro
Ulcinj - Shkoder 5 euro
Shkoder - Tirana 600 leke (5 euro)

But I think there are two daily minibuses from Ulcinj to Shkoder. I'm sure there are two from Shkoder to Ulcinj, so it looks logical there two the other side. I guess the next minibus to Shkoder is around 11 am?

Yes you have the true details about buses from Ulcinj.
You can try to ask in tourist offices in Budva and Petrovac. One or two have a routs to Tirana for a day with luxury coach. They do it three times a week, but it was in top season. Now it is nearly November. So you can check it.
