I will be in Rome for 6 weeks this summer. I'm planning on spending a weekend in Capri, probably friday/saturday. Are there any relatively inexpensive and romantic places to stay preferably by the water that anyone can recommend?

I can't imagine that with all your criteria, you will find much that is inexpensive. You need summertime, on an island, over the weekend, with romance & style and by the water. If you find this, please advertise to everyone here. But I can't imagine that all of that exists.
I think you'll get better answer if you indicate what your approximate budget is. I can recommend as well that you try to save money by staying more simply in Rome and eating in or very cheaply for most of the time and then spend that saved money on your accommodation in Capri. This would be a better place to spend it. Ciao e buona fortuna!
