There aren't any, and the train line between Shkodera and Podgorica is not open for passengers yet.
The easiest thing is to take a bus from Tirana to Shkodra (it's cheap, it takes about two hours), then take a taxi to the border (Hani i Hotit), pass the border and take a taxi on the other side. Both taxis will be about 20 €. In the summertime there is a bus from Shkodra to Ulcinj, but Ulcinj is far from Podgorica (bus to Bar, train to PG), but it'll probably be cheaper. I did the taxi thing last year with no problems.
