I sure you hope you mean Yosemite, not Yellowstone. The latter is a two-day drive each way, even driving at break-neck speed. Check a map and you'll see it's QUITE far to get to Yellowstone. If you really are thinkging of Yellowstone, I'd definitely recommend flying into Salt Lake City and renting a car.
There's never a bad time to visit either Yosemite or Yellowstone. The latter will likely have some snow by that time, and many facilities will have closed up.
Lodging within either park is booked up months in advance. Do *NOT* arrive at either place without reservations, even at this late a time of the year. There's no way anyone can make a useful recommendation about where to stay without knowing (1) the type of lodging you are looking for, (2) your budget, (3) the amenities you require or would like, and (4) the number of people in your party.
And what exactly are you asking about for "cost I need to pay?" The entrance fee? For that, go to www.nps.gov, then to the specific national park, then to "Fees." For anything else (transport, lodging) the cost can vary widely depending on your choices.
