Villarrica and the Guaira region is a great place in terms of natural attractions and activities. Check this site for information http://www.guaira-online.com/atractivos_turisticos.html Spanish only.
It is also known for it's culture and traditions. I mean the place was founded in 1570, but it has been moved seven times due to Portuguese slave hunters to its actual settlement. It is located in the middle of a low range hills (842mts the highest) with amazing landscapes. Due to its mild climate (warm but dry) it has been a destination for those with health problems for long. Pero the Argentinean president went there after the coup that deposed him.
In Paraguay, it is considered as a place of vibrant culture and traditions. They were the first to have a Symponic Orchesta, cinemas, theatre, etc. Now, the Catholic University has a branch there which offers several degrees the most important being medicine.
The quality of life there is higher than in other places in Paraguay. The region accounts for a large proportion of the organic sugar cane exports to USA where Paraguay is the biggest supplier. But saying so, you will need to bear in mind that Paraguay is one of the poorest countries in South America and what I'm saying is that if you choose Paraguay for studies, you could not find any better place than Villarrica (cheap and attractions).
In this site http://realtravel.com/paraguay-attractions-d1619-6.html you have reviews of Paraguay in general and 2 from Guaira and Villarrica in particular.
