A youth hostel is a (partially) government funded building for YOUNG travellers. Students tend indeed to be short on funds... I don't have a feeling I understand your question right.

also a little confused about this question. No, it is not build for poor people, it is for travellers on the budget. Safe - depends on where You come from and on Xour experiences in travel. You cant leave Your money on the table, but You will feel pretty comtortable. Gar
