I've just realised that I'll be spending new year's eve this year in siem reap. I was just wondering how the locals celebrate it over there, or do they even celebrate it??

We were there for New Year in 2004, and our hotel had a dinner - which was actually compulsory! Not sure what happened elsewhere though!

I was there once in a village for NYE and it was pretty quiet. Nothing special at all. But in Siem Reap itself you can expect hotels, restaurants and bars to have special events (but maybe not priced so "special") and will be open late. The places on "Bar Street" such as Angkor What? Bar will probably stay open until the sun comes up!
