in Fernando de Noronha there is no cheap pousadas or better say prices are [much]higher from other pousadas or hotel you find in Brazil. A basic (because is basic) accomodation on island could cost more then a three/four star hotel somewhere else. Avoid Carnival and New Year's eve, the prices araise more and you have to book in advance months before.
The limit of 420 visitors at once (no more) is established by Government, the posadas (and a small hotel if is still there) are not very big, there are almost 70 places where to sleep there.... should be an average of 6 people each but many of them have less than three rooms and no website and/or email address, it's hard to contact them, you should go through an agency.
Remember to book in advance, especially for the months of January, February, July and December.
I gave you two urls and they are a good start to have an idea how it works there, you will note that they don't produce anything and everything there come from continent. To continent they send all rubbish and anything else which could damage the environment. these some of the reasons why is more expansive than other places in Brazil.
a good site is webpousadas, is very useful for all Brazil (you'd better know a little of Portuguese)
