Snow is actually really unusual in England (despite the Christmas cards!), and more likely in Jan/Feb rather than December. There may be a dusting on the higher hills, but most probably the weather will be damp, grey and chilly. If you are lucky, you will get some beautiful sunny frosty mornings, which will make stunning photographs.
You will need warm waterproof jackets, waterproof boots or shoes, clothes you can layer (because it won't necessarily be very cold every day, or even all day), hat, scarf and gloves. Umbrellas for wandering round towns etc would be useful. Pack to get wet rather than to suffer extreme cold, as the former is far more likely.
Don't be tempted to go too high up on the hills if you walk; the weather changes rapidly in the UK, particularly so on the hills/mountains, and can be very treacherous (fog/mist rather than snow). The Mountain Rescue teams have to risk their own lives too often to bring down people who are under-equipped and know little or nothing of hill-walking.
It is worth visiting the Lake District at any time of year. It is a beautiful place, and you will be going at the right time to avoid the hordes. Some attractions may not be open or available, but I'm sure you'll have an excellent time anyway.
