You don't give much information about yourself. If you want to get to Tarifa quickly then look for flights to Malaga then you have to get a bus.
If you have plenty of time you can look for a bus or train. The train would finish at Algeciras which is around the headland from Tarifa and you take a bus. The Algeciras train leaves from Madrid. So Paris-Madrid, Madrid-Algeciras. For times look up : http://reiseauskunft.bahn.de
Or the bus I guess Eurolines is best to Algeciras. www.eurolines.fr
