I would definitely go out of Tarifa. Here are the reasons:
- You'll get to Tanger sooner. The crossing is much shorter from Tarifa, which is strategic if you are leaving on the 09:00 for your day trip. At other times of day, fast ferries leave more frequently from Tarifa and are less likely to be delayed.
- It costs about 7 euros less each way. If you buy your ticket at the FRS office in the Algeciras port, you can wait on the bench there and get a free shuttle to the Tarifa port an hour before departure.
- Tarifa's tiny port is more pleasant and straightforward. If you do go out of Algeciras, don't trust the monitors, because they will say a boat is boarding or has left at the scheduled time, even when it's actually been delayed.
- You'll save time on your way back into Tarifa. Docking and passport control are a snap because there is only ever one boat involved. (Keep your ticket for the shuttle back to Algeciras.)
Whichever way you go, you'll save money buying a round-trip ticket. And be sure to buy the ticket direct from the boat company, not from the gauntlet of other agencies you pass on the way. In Algeciras, the company ticket offices are all together inside the terminal's main doors (labeled "Arrivals"!), including the FRS office that is the only one selling Tarifa tickets.
