I've never heard of that route before. I know asian spirit has a regular run in Basco. Pls check this out, though. I hope it helps.

Here is an advice from the Lakbay website:
The Batanes Multi-Purpose Cooperative now carries the MV Ivatan Princess which runs the Currimao, Ilocos Norte - Basco, Batanes route. It leaves Ilocos Norte at 8pm on Wednesdays and Sundays and arrives in Basco at 4pm the next day. From Basco, it leaves at 3pm on Tuesdays and10 pm on Fridays. Fare is PhP1,200 and travel time is about 18 hours. Contact Mr. Antonio Castro at Mobile No. (0917) 793-0102.

Hey that is news!
So one can take a bus from Manila to Currimao at around, say. 6:00 am and get to the pier with plenty of time to catch the boat. But 18 hrs. at sea is a little too much! A good option to have though.

the princess is not entirely something to rejoice about if you are a tourist. that would be for the extreme adventurist or one who is making a documentary with a lot of time to spend traveling. or one who brings heavy things without a choice but travel with those.
have seen it at the curimao pier. not really for the comfort and convenience type. just remember, this sole ship is the only way for them to transport heavy things and implements from the metropolis or laoag and the nearby areas. so you'd be traveling with everything including cases of softdrinks, motorbikes, even little pigs and gadgets from those telcos! a cheaper option would probably be a land trip to laoag and/or tuguegarao. then hop by air from there to basco. aside from asian spirit (and cebu-pacific?), i think chemtrad still does the route.

Like you, we are also planning to go to Batanes this holy week. I;ve found out from my research that the cheapest way to go to Batanes is to take a Bus from Manila to Laoag. From Laoag you have to take a plance which I think will costs you Php2900. More or less you will be spending 7K for transportation.
