Well, you should probably spend your first few days in Taipei; be sure to visit the Chiang Kai-shek Memorial Hall, Sun Yat-sen Memorial Hall, Longshan Temple, and Taipei 101. Although most people visit Taipei 101 during the day, try going up in the evening, when you can see the city of Taipei illuminated. Otherwise go up before sunset, and stay until its dark.
There are many couples who head to Danshui to watch the sunset, and it truly is something not to be missed. I'm not to familiar with romantic places in Taipei. However, Danshui is easily accessible by MRT, and from the MRT stop you can take a bus to Fisherman's wharf, where most people view the sunset. Of course, spending a day at the Beitou Hot Springs could be more on the romantic side, and since Beitou is very accessible by MRT, that area's a good choice.
I have not been to Hualian, but I have been to Alishan and Sun Moon Lake. It is impossible to see all three places and Taipei in a week. However, if you are interested in scenery, you can head to Hehuanshan in Taroko National Park, which is accessible from both Taichung and Hualian. The scenery there is probably some of the best in Taiwan; you can probably take a bus up the mountain.
Sun Moon Lake is a very beautiful place and worth visiting, as well as Alishan. Viewing the sunrise at Alishan could also be somewhat romantic (although you can't count on the weather.) Still, if you visit these two places, you will not be able to visit Hualian. Despite its size, there is an overwhelming amount of things to do in Taiwan.
