The Tourist Information Office in Khartoum will issue visitors with a photography permit.
Look at some of the members tips for Sudan for more information

Was in Sundan few months ago and got into serious trouble taking a photo on the street by the Eygptian embassy. They took my camera and passport. Didnt get my passpot back till the day before i returned. No photo's are allowed around military buildings even with a permit.

In theory, you are supposed to get a photo permit, available from the tourist office in Khartoum (not far from the British Council, a short walk from Souk Arabi). Permits used to be free (2004) but I'm not sure about now. As long as you don't take pictures of "embassies, military places, the port in Port Sudan, soldiers (unless they ask you to), police, bridges (including the bridges over the Nile in Khartoum), government buildings, slum areas, beggars," etc, etc, there won't be any problems. The permit has a long list of things not to photograph, but use common sense really. During two years in Sudan, I never had any problems taking photos, and was only asked to show my permit on one occasion. Get one just in case...they make good souvenirs anyway!
