Try easyjet or Ryanair to Bilbao, or check out www.edreams.es...good spanish website for cheap flights. Bilbao isnt too far from the Navarra region, easy to get buses, or San Sebastian which is even nearer.

My brother lives in Peralta, a small town near Pamplona in Navarra. I always fly into Zaragoza to visit him, then take the bus to Pamplona. Very cheap and easy, but he said Vitoria is equally easy. Both served by Ryanair.
