How's the surf in Uruguay? Is PdE a good surf spot? Any spots close by? Recommend any hotels on the beach, close to good surf and nightlife?

There are some good surfing places in Uruguay... the best ones are on the Ocean Atlantic. In my opinion, La Paloma is the best spot... it's about 80 or 90 kilometers north east of Punta del Este.
PdE is a nice spot, too. But you have to go to the "Brava" area... If you go during the summer season (late December, January and February), both places are good options for nightlife.

No, I've no idea. If you go to La Paloma (or anywhere in Rocha)... camping is the cheapest way.
In Punta del Este... everything is more expenssive and during the high season, getting a hotel may be difficult. Make sure you book that kind of stuff in advance, at least a couple of months.
