VoIP calling card or Etisalat's special prefix number

Is there any in Dubai? To call abroad from landline and/or mobile phone. Other than SkypeOut, Yahoo, etc.

Yes as far as I know there are AED 20 blue prepaid calling card for prepaid services which you can make international calls, but VOIP is not allowed in U.A.E!!

Yes as far as I know there are AED 20 blue prepaid calling card for prepaid services which you can make international calls, but VOIP is not allowed in U.A.E!! and calls can be made through landline.
This card will give customers access to a range of services including prepaid international calls from payphones, prepaid Internet, I-Zone, for E-Vision pay per view movies, recharge or renewal of 'Maysour' service and making prepaid calls from any phone including ordinary telephones.

Thanks for the info. But regular calling card uses expensive IDD rate. According to my friend who's subscriber of Etisalat ADSL in Al Ain, Skype website/service is blocked. Luckily I work in DIC where at least the site is not blocked. Let's see if I can use it.
