I have only just read in my Lithuanian guide books that there is a bus from Kaunas to Kaliningrad going though Sovetsk. So I suppose if they sell you a ticket and it must be open.

if there is a border control point in that place then it's coen, at least for passing by transport
However all depends on visa regime between Russia & your country. If u have a visa there won't be any problem when crossing the border.

There is one of the most important border crossings of the kaliningrad region in sovetsk. it's easy to cross the border; many lituanians do this to go shopping in the cheaper Russia. Cars usualy have to queue for hours until the can cross.

In early August 2005 I took a Eurolines Bus from riga to kaliningrad.
This bus leaves at 23h20 from the International busterminal next to the Riga Central Station and goes via Lithuania to the kaliningradskaya Oblast. And indeed it stops at the border crossing COBETCK / Sovestk I would say. From my window I could clearly see many (german) cars with Latvian and Lithuanian number plates so it is definitely open for cars too. As a Dutchman I was surprised even to see a lonely truck from the Netherlands entering kaliningrad from this Check point Charlie. It took my bus more than 1.5 hrs to get through, due to the 2 minutes per person check (and i was the last in line). As long as your VISA and Passport is valid no troubles should be found!
