I will be traveling to cartagena in september just for 3 days I do not know the language I was wanting to hire a safe taxi guy who knows english and spanish to translate for me who will keep me safe. there are several streets in the old town that don't allow vehicles to drive through (and within the walls, several streets means virtually half the area). the streets there are full of people during the day and when you're walking around, you will be fine. a lot of people speak english there, much more so than other places, even in bogota.
