I do recommmed contacting Pakistan Tourism corporation for the package(Transport & Accomadation). Although they have a little high rates, but it is worth the headache. Trust me!
Just imagine when you reach Kaghan/Naran and the hotel, where you had called in to book your room, has given it to someone else. Trust me this happens! Then what you are going to do? Check out the PTDC website http://www.tourism.gov.pk/ or search google for more in fo cheers!
