Back to KL 1st is the easiest. Alternatively I guess there might be a bus from via Gerik to Kota Baharu and then down the coast.

The most simplest but not the cheapest way is by taking a flight from Penang to KL then take a connecting flight from KL to Kuantan. Using a bus service is also an alternative but it will be a bit uneasy & tiring. The advantages of taking bus is that you will have the opportunity for visit/stopby at few more places rather than just Kuantan and have many panoramic views.
