I wanna know cheap hotel or hostel in jiuzhaigou or close to.(not over 12 usd/n/p
and tell me how to contact them too.

arg....there's really nothing cheap @JZG, but one can stay inside the
park for about rmb 20/night with the Tibetans, provided you are not
caught by the ranger!
Most hotels are charging about Rmb 160-250 and these are the cheap ones
with bathrooms attached. If you are going this month, it's one of their
low seasons, so you should be able to get some good rates.

We arrive in JZG late afternoon and so we stayed at a horrible hotel
costing us Rmb 200/night with leaking toilet. Ya..nothing is cheap there.
Then we left our luggage then and only took a day pack with a change of clothes
to join the early morning quene at the JZG park entrance.
There's the eco-friendly free buses inside the park. You need to take
the bus to the first stop. it's too far to walk.
We stayed at ShuZheng Stockade. The bus will make a stop there as it's
one of the tourist spot and you can find souvenirs stores there.
Just walk to any Tibetan household and ask if you could stay for the night
and check the prices. They charge per head. Ask also about dinner and
arrange to come back before evening.
The park is beautiful and quiet towards evening as all the tour groups
are gone by then. We get to venture on foot (no more buses) around the stockade.
It was heavenly. Next morning we woke up early and saw descending clouds on
the hills. It was so peaceful till the first group of tourists arrived.
We saw 2 Westerners being caught by the ranger as they were carrying
big backpacks on their backs early in the morning.

oh, if you wanna stay in hotels in JZG, it's best to go through tour
agents in various china cities, like chengdu to book it for you.
they get better rates and book in advance. you don't need to book in advance
if you stay with the Tibetans. It's bare minimum and it's best to have
more people in a room for safety. The doors can hardly be locked.

Best hotels are Sheraton and the JuiZhai Heaven (500 yuan/night).
