Tajikistan newbie visa question

On their website, the Tajik embassy seems to indicate that it is necessary to have a letter of invitation to obtain a visa. However, other sources have indicated to me that this is not necessary in Tajikistan. I am a US citizen; do I need a letter to obtain a tourist visa?

I am going to Tajikistan the next few days, and I have no visa, but the immigration personnell have been given a letter of invitation and all passport and ticketing details incl travel route in the Pamir and they have apparently pre-approved it. Upon arrival there will be a list of expected people for a visa-on-arrival and hopefully I'll be there. I carry a copy of the information sent and the invitation letter from the (group) I'll be seeing. I will write a Tajikistan page on VT after my trip, so I can furnish updated info there.
