Hi there, I've stayed in all 3 places before and I feel you should spend most of your time in Taipei.
There's nothing much to see in Kaohsiung unless you want to shop and eat... There's Liuhe night market and Shinjuejiang night market. Think you can walk from one to the other... As for Taichung, I love the night market there... think it's the best I've been to in Taiwan. It's called Fengjia night market. Think you can spend one day there. Nothing else much to do. Problem with Taichung is you have to take the cab. Buses are few and far in between. There are lots to see and do in Taipei. Think you can find a lot of ideas on the web. You can spend 70% of your time there... Public transport is really good and cheap here. You can get around on the bus and MRT. You've got the Taipei 101, Ximending, Miramar Ferris Wheel, Shilin night market etc... If you have time, pay a visit to Taroko National Park at Hualien. It's a must see if you're into natural scenery. Some food you should try in Taiwan : Yan Su Ji / Ji Pai, Han Bao, Guo Tie, Papaya milk .. lots of such shops around. Hope this is helpful.
