Hi!

Im goin to stay in Dubai in September and want to make an Daytrip to Kuwait with Emirates, 8:00 flying to Kuwait, 18:00 flying back to Dubai

So I have no Hotel sponsoring a Visa

Im German Passport Holder, so due to my Foreign Ministry I can get a Visa on Arrival in Kuwait, do you guys know, if this is possible, if I have an confirmed Flight Ticket but no NOC from an Hotel in Doha?

EU citizens can get a visa upon arrival in Kuweit if they are staying for less than 30 days, which means you don't (normally) require a sponsor in the country anyway. All you should need to be able to prove is that you have a return ticket and, if relevant, a visa for the country you will be travelling to next - which I assume is no problem as it would be back to Dubai.
See http://www.kuwait-info.org/services.html but of course only a Kuweiti Embassy - in Germany or elsewhere - can provide official information. Note that the information on that site about sponsorship is for entry visas that have to be obtained in advance, not those granted upon arrival, to the listed nationalities.

With a German passport getting a visa on arrival is easy and stright forward. All EU passports (to the best of my knowledge) are treated the same. I visited Kuwait on my British passport without any problems.

It is worth while keeping a list of hotels with you in Kuwait. Some staff get funny and are not convinced that you will go back on the same day. Having a list of hotels may be useful to show that you have catered for that possibility if for any reason you couldn't fly back the same day.

All the best and enjoy your visit.
