I was last in BiH in July of 2001.
You can ride a bus to Sarajevo, and then take a bus to Mostar. I have only been on the buses from Sarajevo to Mostar and back, but I know that there are buses from Banja Luka to Sarajevo. I saw one at the bus station in Sarajevo. Expect very long bus rides. Maybe, there is a shorter way that I am unaware of.
