I don't think there are actual budget airlines yet in China, but what I found that travel agents charged published prices and it is cheaper to fly at different times of the day. Domestic flights booked in China were quite cheap compared to book them abroad.

Although there are several budget airlines, like China-SSS and OK Jet, they are only able to operate on secondary routes.

Other than that, use a good travel agent to get heavily discounted tickets by flying at really ungodly times or on flights which are operated by bigger aircraft.

What travel agent do you recomend (aside from elong.net)
