There are not many facilities in Samoa to dive.
One is on Upolu on Lalomanu Beach at Taufau Beachfales there is a dive instructor. On Savaii there is also one dive instructor, I think he is based in Falelalogo but he drives around the island. For his location just ask at any accomodation you are staying in, they will know him.

You may want to call over to Sinalei and speak with Joe or Tui Annandale.. (the owners) The may be able to set up a dive for you. I am pretty sure they have a glass bottem boat.. and take people out..
