I think your best bet would be to go into Kathmandu and get the Indian visa from there. A fellow traveler said entry from Tibet into Nepal is easily done, just pay the fee and your in of course you should take some wallet size photos as well.

There is no embassy or consulate of India in Tibet.
You can get Indian Visa either in Shanghai or Beijing or in Kathmandu.
