Is there an exchange bureau or bank where you can change travellers cheques or is it better to take sterling with you and change that?

The best way is to have a bank account under Maestro or Cirrus (or any equivalent international bank-system) and withdraw from an ATM with a cash-card. Credit cards can also work. Although, you can find exchange bureaus in almost any tourist spot in Greece.

There is a bank charge for using ATM's. Check with your bank in England.
