there are two daily minibuses that connect Ulcinj with Shkoder, I'm not sure about the time table one is in the morning, the other aorund 13.00 I guess, but I'm not sure. taxi is the other option. Minibuses in ulcinj depart from a place they call the old bus station, it's not far from the actual bus station, you can walk.
the border cross from Ulcinj (Subotica/Murriqan)is the best, good road short distance.
There are not camp sites in Shkodra, you should search for a hotel. There is a travel agency at the ground floor of hotel rozafa, in the city center, they can give good advices for accomodation.
Are you going to try a stay in the Albanian Alps also? Theth, in Shkoder district, is a nice village you can use as a base for some fantastic hikes.
