I am thinking of going to Vallolid in July and I wondered if it is possible to buy English cigarettes there.

Is there a duty free shop?

I visited Zaragozza recently and the only place to buy them there was El Cortes Ingles.

I have checked on their web site for Valladolid but no tobacconists kiosk is listed.

you can look in www.paginasamarillas.es (is your spanish good? :-) ) with the keyword "estanco", which is the name of the tobacco shops in spanish. There are thousands of them, though they sell normal packages. But maybe you can find one estanco, ask there and they can give you information over where to find english tobacco.
Anyway, it is very probable that you'll find that in the Corte Ingles. You have 2 Corte Ingles, one in the very city center, near Calle Santiago.
