Sorry but I do not know what the cheapest deal is. We were very happy with the Marangu Hotel who claim am 80% success rate versus the more typical 25%. The first thing they did was to inspect our gear and then replace any item that did not meet their standards from their extensive storehouse. They even gave us more diamox. Our cost for the Machame route two years ago was about $1000 each, including two nights in their hotel.
My understanding is that the fees are payable at the park entrance in cash, and they do not include any services, except for rescue. As I remember, we had to pay the park fees in cash to the Marangu Hotel who organized our climb, before we started, so that our guides would have the cash at the trail head ranger station.
Oh yes, if you make it to the top, the park rangers do give you a certificate as you exit the park, suitable for framing.
But porters and guides are definitely not included in the park entry fees.
