Does anyone happen to know if there's a place to get good quality chocolate in the Austin area that is not a chain store (i.e. - Rocky Mountain, Godiva, etc)?

Lammb's Candy is an Austin owned & operated company that has been around for a hundred years or so. I might have spelled it wrong...
Most of the chocolate candies they have are fruit/nuts dipped in chocolate. They are very famous for Pecan pralines.

Rocky Mountain Chocolate Factory in San Marcos!
Also, I think Godiva is in the Barton Creek Mall?

I think it's Lamm's. They are a local Austin confectioner that make excellent chocolates.
