I booked a 4wd chaufer driven vehicle through europa car for 8days online in the uk. Although the car was $1000 for the trip not including fuel , the driver was brilliant his first job, we met his family and his driving was excellant. If i was to go back i would chat to the taxi drivers at the airport they all know some one with a 4wd and the rates i was given there were half the price i paid! and their vehicles seemed just as good. being such a small country you can travel from the north to the south in a car in less than 5hrs easily and once your out of the city there is virtualy no traffic and the main roads are in good condition for Africa. You could drive easily in rwanda ive seen alot worse in london! But if you want to stop in the villages and chat with locals i recomend a driver if your french and kinyarwand and swahili is as bad as mine!! the Bradt guide is fairly accurate on the road conditions near the national parks and hotel costs ( expensive for africa) One more thing the 4wd journey from nyungwe forest to kibuye tracing the edge of the lake kivu is beautiful it winds up through rolling farmland and small patches of relic forest, with breathtaking views of the lake and the cloud covered hills of the congo, stop and enjoy a drink with the locals in the tiny villages that dot the way and save your plastic water bottles the kids chase after you for them! hope this was useful .If you want to see some of my photos of Rwanda go to www.inalbum.com/show/steve1975.
