I'll second the Perhentian islands much more scenic than Penang. It depends which side of malaysia you are on and remember the weather can be completely different depending on which side you're on. We had non stop rain in the Perhentians (see my pages) and perfect weather in Penang, it was February .

I thought Pulau Langkawi should be the closest to Thailand. The island is just a stone's throw away from the actual marine boundary between Thailand and Malaysia.

It is raining season in Langkawi at that time of the year. The Perhentians are also very close to the Thai border and very beautiful, check out my travelogues....
I also liked Pulau Redang but this is an up-market tourist resort!

Pulau Perhentian and weather is great at that time(i were there in july-august 1999).

Or you can try Pulau Lang Tengah, it's a small island nearby Pulau Redang but it's not as comercialise as Pulau Redang.
