I would like to know the best way to call and receive calls fromthe United States, Germany and Hong Kong while sailing in the BVI. Would it be best to arrange this in the United States before leaving or do it in Tortola. I expect it would only be 10 - 15 minutes per day (hopefully).

The BVI are very compact and we have used our US GSM tri-band from most locations. I think I would try getting a phone before leaving the US. I think we even direct dialed back to the US from there.
