What does your motto say about the dollar and honesty :)?
I am not from Lugansk, but that applies to everywhere, I suppose.
Interpreter - I would expect the candidates to be able to communicate somehow, otherwise they would have uncertain prospects in future.
To get a room - try holiday-rentals.com, I think they have hotels and apartments everywhere. Or get into Ukrainian Forum and ask people to help.
Is it a good idea - well, it depends on many things, mostly on whether your ideas and that prospestive mate coincide.
Safety - I have been to Lugansk, it is not less safe than anywhere else in former USSR. I would contact a travel agency, though, and ask their advice; they may book you a room, too, and arrange the entry visa.
