Kemerovskaya Oblast' Kemerovo and Bierg Tsebula

Hello all.

We will go to Russia the next month to visit two children who we welcome in summer. They live in an orphanage of a town called something like Bier Tsebula.
We are looking for information about this little village from Kemerovo, it's named something like "Bier Tsebula". But we donīt know how is really written. And we cannot find it in Google, nor in Google Earth.
We know that 3 hours take from kemerovo and that perhaps is to about 30 min of Biysk, but Iīm not sure.

Could it be El'tsovka? But it is 100 km from Biysk (direction Kemerovo), it is definitely not a 30 minutes ride.

Already I have found the town is written Verh-Cebula.
In Russian Верх-Чебула. And I suppose that I did not understand the name of the city that is to 30 min. that it must be Mariinsk.

Correct latin spelling (translit) will be Verkh-Chebula.
With this name it could be found even at VT. ;-)

Cause there is Ust'-Chebula nearby as well I can assume that Chebula is the name of the river (Verkh - shorten from Upper, Ust' - shorten from River Mouth).
