Have you looked at a map? The island is walkable but a scooter is nice too.

I've been at many different times of the year and never found the water cold. You can get around on your own, I don't even think they have tours unless it's a day trip to the mainland to see Xel-Ha or the ruins. Be sure to visit the park south of the town, you can get there by taxi, they're cheap, don't worry about renting a car.

Our group of 10 hired a van cab driver who took us all around the island, stopped for snorkeling, stopped for lunch, stopped for sightseeing etc...and I think it was about$20 per person we were able to negotiate. Much nicer (and less hassle) than renting a car. It was a great day!
